EVALUATION AND SUMMATIVE ASSESSMENTS OF THE SME GROWTH PROGRAMME AND HEALTH AND LIFE SCIENCES (HLSI) HUB – ERDF PA1 and PA3

The SME Growth Programme was a £2.4m, three-year project run by Wiltshire Council and delivered by six partners. The project supported 465 enterprises and aimed to create 80 jobs.

 

It was apparent from the start of the evaluation process that Wiltshire Council faced several challenges. These included output underperformance, ESIF guidance misunderstandings and limited thinking in terms of the expected impact of support. The solution provided by the BWI team was twofold. Assistance was given to reclassify outputs meaning that final project outputs were exceeded. The team created a bespoke innovative and highly informative beneficiary survey incorporating analysis of both hard and soft impacts.

 

Whilst working on this project, members of our team also assisted with issues that had arisen during the Councils application for an ERDF Capital Project. The team were able to resolve issues around Article 61 and MHCLG support was secureD.
